This move has severely impacted the PV export capabilities of these four Southeast Asian countries, accelerating the global shift of PV manufacturing capacity toward non-tariff countries such as Indonesia and Laos.
Meanwhile, the Indonesian government released an updated version of its National Electricity Supply Plan (RUPTL 2025–2034) at the beginning of 2025, which calls for an additional 71GW of power generation capacity, 70% of which will come from renewable energy—17GW from solar alone. With stable policies and moderate costs, Indonesia is emerging as a key hub for alternative PV manufacturing capacity. Analysts note that Indonesia currently enjoys a significant export advantage in PV module and cell production and is poised to become a major global supplier of solar products.
